The Evidence-Based Practice & Innovation Center (EPIC) Director is responsible for the establishment and leadership of an evidence based practice center within the City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) to research, coordinate and implement behavioral health best practices within the provider community in collaboration with providers, DBHIDS clinical leaders and academic partners.

About Community Behavioral Health

Community Behavioral Health (CBH) is a not-for-profit 501c (3) corporation contracted by the City of Philadelphia to provide mental health and substance abuse services for Philadelphia County Medicaid recipients.

Supported through state funding, CBH works in partnership with the City of Philadelphia’s Department of Behavioral Health and Intellectual disAbility Services and the Commonwealth of Pennsylvania to provide vital behavioral health services. Today, CBH is responsible for providing behavioral health coverage for the City’s 420,000 Medicaid recipients. Its primary activities include:

  • Authorizing payment for behavioral health services
  • Requiring provider agencies to deliver effective and medically necessary services
  • Achieving management and operational efficiencies to lower healthcare costs

Traits and Characteristics: 

The EPIC Director should be an effective program manager who can work effectively at the intersections of academia, evidence-based practice research, large provider network representatives and a diverse behavioral healthcare delivery system. S/He will bring an analytical, intellectual understanding of best practices research and its impact on the quality of behavioral health care.

Successful candidates will be able to engage and convene others in a process of exploration and dialogue. The Director needs to be an interdisciplinary and creative thinker who can be innovative as well as pragmatic. S/He will be an open-minded, confident professional who enjoys exploring issues while also recognizing the ownership of ideas is less important than the result of the collaborative effort. The Director will be an enabler and facilitator who will have the strength of character and conviction to work with a wide array of supports, including local and national consultants, who are dedicated to the mission of EPIC.

Strong written and oral communication skills are critical to ensure that the Director will be effective and persuasive in presenting EPIC and its mission to its affiliates and various network agencies and the public. The Director will be equally adept at developing relationships with peer support groups as well as with community leaders engaged in the local and national conversation of evidence-based practice research and the behavioral health and well-being of people in recovery.

Successful candidates will have strong organizational, administrative, and project management skills. The Director will be comfortable in a hands-on role and willing to do the essential tasks required to meet the goals of EPIC.

This position requires a graduate degree in a behavioral health discipline with a minimum of four (4) years experience in assessment, counseling and/or clinical research in a behavioral health setting, Ph.D. preferred; understanding of diagnostic criteria and appropriate treatment approaches, clinical guidelines of best practices; and familiarity and ability to research evidence-based practices and promising practices within the field of behavioral health.
